Must lead out the team and make goals for them.

Primary Requirements:

Project Management Education & Experience.
Scrum Certification
SDLC & STLC Familiarity & Experience.
Project Management software & app experience.
Project tracking Monitoring & evaluation methodology.
Expertise in Agile, Scrum, Kanban.
Expertise in Project Management software & app experience (like MS Project).
Experience and knowledge of Critical path, burn down chart, Resourcing Level, Project Velocity etc
